Orlando City Commissioner Shan Rose Broke the Law to Harass PULSE Survivors — From City Hall

On March 29 and 30, 2026, Orlando City Commissioner Shaniqua Rose sent harassing emails to us, PULSE Families and Survivors for Justice, and to national victim advocate Dr. Zachary Blair from two private, anonymous email accounts, wematter32805@gmail.com and skittles11226@yahoo.com, while connected to Orlando City Hall's internet network.


We have the receipts.


What She Said


In response to an email sent exclusively to five City officials—Commissioner Rose, Mayor Buddy Dyer, Commissioner Patty Sheehan, City Attorney Mayanne Downs, and the Records Department—Rose responded from her private Gmail account, telling our group we were "dumb," calling us "a bunch of traitors," and instructing us to "kick rocks." She told Dr. Blair to "get a life" and "move on." She told PULSE survivors—people who lost friends, lovers, and family members in the deadliest mass shooting in American history—to stop "harassing" the City of Orlando.


These messages were sent from her phone. We know this because every email contained the same disclaimer: "This email is sent via phone please excuse any typos."


We also know they were sent from City Hall. Metadata extracted from the emails confirms they originated from IP address 97.102.165.135 — Orlando City Hall's network.



How We Know It Was Her


Commissioner Rose attempted to hide behind anonymous private accounts. She did not succeed.


We have several independent confirmations of her identity:


In 2020, Rose personally transmitted the wematter32805@gmail.com address and its password to a third party from her personal Yahoo account, srose118@yahoo.com, in an email whose subject line is literally "Wematter32805."


In 2021, she used the skittles11226@yahoo.com account to communicate directly with Dr. Blair about Mayor Buddy Dyer's alleged order to wipe the City's backup server — a disclosure she made before she was elected City commissioner and after she was fired from the City of Orlando.


The recovery phone number associated with the wematter32805@gmail.com account matches Commissioner Rose's personal cell phone number. Public database records further corroborate her ownership of both accounts. And the zip code embedded in the wematter address (32805) is her district and her residence.


When Dr. Blair filed a public records request seeking the emails for the official City record, the City of Orlando closed the request in under four hours with a claim of "no responsive records." This request was then reopened and then closed once, "The City confirmed with the Commissioner that there are no public records responsive to your request." The City Attorney, Mayanne Downs, who was CC'd on formal notification of Rose's conduct and the evidence of her identity, has not responded to written requests. It is unknown if any formal actions have been taken inside City Hall.


Another Request was submitted for all forwarded instances of these emails from any City staffer. It is still open, but the absence of such forwarded emails will also point directly to Commissioner Shan Rose and leave her with no possible lie left to weave.

Why This Matters


Commissioner Shan Rose is an elected public official. She sits on the City Commission that now owns and controls the PULSE memorial project. She oversees a memorial that exists solely because 49 people, our loved ones, were murdered on June 12, 2016.


Instead of serving those families, she called us traitors.


Instead of following the law and adhering to her public records obligations under Chapter 119, Florida Statutes, she used private accounts to evade accountability for the sole purpose of harassing PULSE victims/survivors and a victim advocate, likely violating § 119.10, § 838.022 (official misconduct), § 784.048 (cyberstalking and harassment), and § 112.313 (misuse of public office).


Commissioner Rose is already under investigation by the Florida Department of Law Enforcement for official misconduct. Shan's recent actions also show another example of ongoing official misconduct.


We also want to be clear about something: before her election to the City Council, Shan Rose disclosed to Dr. Blair and to members of the media that Mayor Buddy Dyer's Office ordered the City's backup server wiped to destroy PULSE permitting and code enforcement records — records that documented the City's known failures to enforce safety compliance at the nightclub prior to the shooting.


PULSE Families and Survivors for Justice supported her first campaign for City Commissioner in part because of that disclosure. Since her election, her allegiance has shifted. Her harassment of our members makes that unmistakably clear.


What You Can Do


The City of Orlando needs to hear from you. Commissioner Rose needs to be held accountable. Here is how you can help:


  • Contact the Orlando City Clerk and demand that Commissioner Rose produce her private account emails for the public record as required by Florida law: cityclerk@orlando.gov.

We all deserve elected officials who serve us. Not officials who call us traitors from City Hall while pretending to honor our loved ones.


We will not be silent. We will not move on. And we will not stop until there is accountability for all the injustices stemming from Orlando City Hall and the Office of Mayor Buddy Dyer.
